Tetra Partners has been mandated for the past 10 years to preside over and manage LBE on behalf of the CDC (Caisse des dépôts), the leading shareholder in this SAS (French simplified joint stock company).
This mission has been carried out with professionalism, thoroughness, transparency, and integrity.
The activity of SAS LBE is based on the simultaneous production of heat and electricity from the combustion of biomass, and to ensure most of the needs of the largest heating network in the city of Limoges.
This asset also has a strong technical dimension, and Tetra Partners quickly mastered all the financial and legal components of this strategic asset for the local authority, the network’s users, and all he shareholders of LBE.
I had the opportunity of working with Bruno Ratet and Tetra Partners as part of a project which was altogether innovative at the time, involving the construction of a biomass plant to supply a heating network for a large public authority.
Bruno’s role was to build and oversee governance of the special purpose vehicle.
The diversity of partners (public sector, private investors) and scale of the project and financial stakes brought complexity which needed anticipating and managing skilfully.
Drawing on his natural qualities – not least his interpersonal intelligence – as well as his experience and technical knowledge, especially in the legal and financial fields, Bruno has been instrumental in the success of this project.
I particularly appreciated his ability to bring methodological insight and his diligence.

Since 2013 we work with Tetrapartners for our investments in France, the activities include preparation of accounts, reporting to public entities, resolving any issues related to tender conditions, organization and management of the strategic committee meetings etc.
Bruno is working diligently on our requests and proposes alternative solutions for more complex or less straightforward issues.
Tetrapartners operates always in a timely and efficient manner, maintains the documents in a good order and responds immediately to all investors’ requests’.
Our partnership with Tetra Partners began in January 2019, for the development of an assisted living facility in which Banque des Territoires is a shareholder.
Management of this asset, transferred to a special purpose vehicle (SPV) alongside another institutional partner, was entrusted to Tetra Partners following a recommendation.
This project – which has an eventful history behind it – has benefited fully from Tetra Partners’ expertise and professionalism – fortunately extending well behind its initial mission, with the social interest of the SPV as its sole compass.
